DEP Seeks 2013 Americorps Watershed Ambassadors...

New Jersey is looking for its next generation of environmental leaders, young people with a hands-on desire to improve their state and the quality of life for all of our residents. Some of those future leaders are likely to be found in the Department of Environmental Protection's AmeriCorps Watershed Ambassadors Program, which is now seeking recruits for its 2013

Coordinators are currently accepting applications for the next group of AmeriCorps Watershed Ambassadors through Aug 17. There are 20 potential watershed management areas across the state where an ambassador can be placed.

2012 Governor's Environmental Excellence Awards Application Now...

The NJ Department of Environmental Protection is pleased to announce that the application for the 2012 New Jersey Governor's Environmental Excellence Awards is now available. Completed applications are due by September 12, 2012.

The New Jersey Governor's Environmental Excellence Awards Program is the State's premier awards program for recognizing outstanding environmental performance, programs and projects throughout the state. These awards recognize individuals, businesses, educators, institutions, communities, youth and others who have made significant contributions to environmental protection in New Jersey.

To date, over 120 entities have been recognized since the awards program was established in 2000. Nominations can be submitted for the following categories: Clean Air, Healthy Ecosystems, Water Resources, Land Conservation, Healthy and Sustainable Communities/Businesses, Innovative Technology, Environmental Leadership, Environmental Stewardship and Environmental Education.

The New Jersey Governor's Environmental Excellence Awards Program is sponsored by the New Jersey Department of Environmental Protection and the New Jersey Corporation for Advanced Technology, in partnership with the New Jersey State League of Municipalities.

2012 NJ WILD Outdoor Expo - Save the Date!...

The NJDEP's third annual NJ Wild Outdoor Expo will be held on Saturday and Sunday, September 15-16, at the Colliers Mills Wildlife Management Area in Jackson Township, from 10 a.m. to 5 p.m. each day, rain or shine.

This fun-filled family event is designed for visitors to discover ways to appreciate and enjoy New Jersey's great outdoors. The Outdoor Expo helps people of all ages connect with the natural world by providing a unique blend of conservation information, education and hands-on opportunities to learn outdoor skills and activities. NJ Free Fishing Days June 16 and 17...

You know the saying, "If something sounds too good to be true, it usually is." Not so for New Jersey's Free Fishing Days. On June 16 and June 17 the Department of Environmental Protection is offering free samples of some of the finest freshwater fishing in the Northeast.

On these two special days, anyone can fish anywhere in New Jersey without a license or trout stamp. It's a perfect time for families and friends to discover the simple pleasures of fishing and enjoying time together in the outdoors. Existing anglers often make new fishing buddies by inviting friends and relatives to join them for a day on the water on Free Fishing Days. And as the word spreads about how much fishing has improved here, a growing number of out of state anglers come to New Jersey for their free sample in June.

New Jersey offers every type of fishing for every level of angler. Cold, clear streams support a top rate year-round trout fishery. Warmwater and coolwater fishing is spectacular as a result of the addition and development of fisheries for a number of popular game fish over the last 25 years.

Muskellunge, walleye, northern pike, channel catfish and hybrid striped bass fisheries are now thriving and New Jersey anglers routinely catch many world-class sized fish. Outstanding statewide fisheries for largemouth and smallmouth bass, pickerel and numerous panfish species round out the smorgasbord of warmwater fishing choices available to New Jersey anglers.

Party/Charter Boat Facet of the Striped Bass Bonus Program Suspe...

Effective immediately, the New Jersey DEP's Division of Fish and Wildlife is indefinitely suspending the Party/Charter Boat facet of the Striped Bass Bonus Program (SBBP).

This does not impact the individual angler facet of the SBBP nor does it affect the current recreational fisheries regulations for striped bass.

Recreational anglers without a SBBP permit, including those fishing on for-hire vessels, can still harvest two striped bass per day at 28 inches or larger. Party/Charter Boat anglers can still harvest a 'bonus' bass if they obtain a SBBP permit from the Division's website prior to their fishing trip and have the permit in possession while fishing on the for-hire vessel.

Suspending this facet of the SBBP is one of a number of shifts in resources and staffing necessary to adequately address higher priority programs and responsibilities identified through a Marine Fisheries Administration reprioritization process. Marine fisheries related job responsibilities are being prioritized based upon five different criteria: Fishery Management Plan Compliance Criteria, Federal Funding, Recreational Fishery In-State Rank, Commercial Fishery In-State Rank and Bureau Priority.

Some of the highest priority responsibilities include mandatory compliance programs required by the Atlantic States Marine Fisheries Commission fishery management plans, coordination with the National Marine Fisheries Service on the national Marine Recreational Information Program and various existing and new data collection programs.

Suspending the Party/Charter Boat facet of the SBBP allows a significant shift of personnel and resources to higher priority responsibilities while still providing Party/Charter Boat anglers the opportunity to keep a 'bonus' striped bass. The Division is grateful to those Party/Charter Boats that participated in the SBBP over the years and grateful for the information those boats provided.

Revised Date for Black Drum Hearing...

This release revises New Jersey's public hearing date from July 11 to July 12.

States Schedule Hearings on Black Drum Public Information Document

Arlington, VA - The States of New Jersey, Delaware, North Carolina and the Commonwealth of Virginia have scheduled their hearings to gather public comment on the Public Information Document (PID) to the Interstate Fishery Management Plan (FMP) for Black Drum. The PID provides the public an opportunity to submit input on the Atlantic States Marine Fisheries Commission's development of a Black Drum FMP. Public comment is being solicited on changes observed in the fishery; actions to be taken in terms of management, enforcement, and research; and any other concerns about the resource or fishery. The dates, times, and locations of the scheduled meetings follow.

The Commission's South Atlantic State-Federal Fisheries Management Board approved the PID to the Black Drum FMP for public review and comment in May.

As the first step in the development of the FMP, the PID presents the current status of the fishery and resource, and solicits public input on all aspects of the fishery and the resource. The FMP is being initiated in response to concern regarding significant increases in harvest in recent years and the fact that the fishery primarily targets juveniles. The Commission is also moving forward with conducting the first coastwide assessment of this species.

The assessment will be developed concurrently with the FMP to support establishment of the interstate management program

Fishermen and other interested groups are encouraged to provide input on the PID either by attending public hearings or providing written comments. The PID can be obtained via the Commission's website at www.asmfc.org under Breaking News or by contacting the Commission at 703.842.0740. Hackettstown Hatchery Open House June 2 & 3...

The NJDEP Division of Fish and Wildlife will mark the 100th anniversary of the Hackettstown State Fish Hatchery in Warren County with an open house the weekend of June 2-3. Visitors will get a behind-the-scenes look at the storied facility that for the past century has raised a wide variety of species to benefit anglers across the state.

The open house will feature a unique tour of the intricate fish hatching operations, while young anglers will have an opportunity for hands-on fishing experiences at two newly renovated education ponds or at the "Kiddie Fishing Tank." A giant mobile aquarium will display some of the state's finest fish specimens and there will be bird walks, hatchery tours and archery, an outdoor flea market, historic displays in the original hatchery building, and on Sunday entertainment by a bluegrass band.

Food can be purchased from vendors, but visitors are welcome to bring their own food. No dogs will be allowed at this event, since this is an operating fish hatchery with many open ponds and raceways.

Admission is free. Hours are from 10 a.m. to 5 p.m. for both event days.

Boating Safety Initiative: Barnegat Bay...

New Jersey mariners may notice a reduction in the number of regulatory buoys on the waters of the State. A boating safety pilot program is being conducted, which will scrutinize the placement of regulatory buoys on the water. The goal of the program is to eliminate many of the unnecessary regulatory buoys that litter waterways such as the Barnegat Bay. Regulatory buoys can be easily identified by their color, which is white with orange bands. A message, such as “slow speed/no wake” is also displayed on the buoy.

In 1988 there were about 35 slow speed/no wake buoys placed in waterways throughout the State. During the summer of 2011, there were more than 750 slow speed/no wake buoys in the Barnegat Bay alone. It is possible that up to one third of the regulatory buoys in the bay can be eliminated through this program.

The New Jersey State Police, Marine Services Bureau, Point Pleasant Station personnel are evaluating the areas where regulatory buoys have historically been placed, in an effort to determine which regulatory buoys are no longer needed. Once identified, unnecessary buoys will not be placed in the bay for the 2012 boating season. While many factors must be considered when making a determination about a specific buoy, the final determination as to whether a buoy will be eliminated or retained, will be based on public safety and quality of life.

The buoys that will undergo the closest scrutiny are, for the most part, slow speed/no wake buoys that had been placed in the Bay to warn mariners of a temporary slow speed/no wake area and are no longer required, and buoys that are placed in locations where it is clear, based on the existing laws and regulations that all mariners are expected to know, that vessels are required to slow down to no wake speed.

Additionally, alternative means of marking certain areas are being explored. One of the methods being considered is through the use of signs, which would be utilized to warn mariners when they are approaching a slow speed/no wake area, and inform them when they are leaving a slow speed/no wake area. This strategy could be very effective on long narrow channels where a small number of signs could eliminate the need for many buoys.

The elimination of some of the regulatory buoys will not change the way in which mariners are permitted to transit the State’s waterways. New Jersey laws require that the speed of every vessel be regulated so as to not cause danger or injury to persons or property, either directly or by the effect of the vessels wake. In addition, New Jersey regulations require that all vessels must be slowed to “slow speed/no wake” when passing:

A marina, pier, dock, wharf or abutment at a distance of 200 feet or less;
Work barges, platforms or floats while actually engaged in work related activity;
Through bridge openings of 400 feet or less;
Through lagoons, canals and confined areas of less than 200 feet in width;
Vessels not under command;
Emergency vessels displaying sequential flashing or rotating blue lights; or
Vessels engaged in activities recognized by the Coast Guard displaying rotating or sequential flashing red and yellow lights.

New Jersey regulations define "slow speed/no wake" as the speed at which a vessel moves through the water and is able to maintain minimum headway in relation to the vessel or structure being passed and producing the minimum wake possible.

Regulatory buoys (including Slow speed/no wake buoys) are placed in the waterways at the beginning of each boating season, and removed at the end of each boating season. While the pilot program is not intended to be a cost saving measure, unnecessary buoys are costly to maintain, detract from the natural beauty of the bay, and pose a hazard to vessels navigating on the bay.

Big Carp Are Happening...NOW!

Many New Jersey anglers don't realize it, but we live in one of the best locations in the United States to fish for carp. Carp fishing is very popular in many places throughout the world, but for the most part these freshwater giants aren't sought after by many people in the U.S. Only in recent years has fishing for carp begun to gain popularity in this country, and as carp anglers grow in numbers and discover untapped fisheries more and more reports of great catches begin to surface.

In recent years the tidal fresh waters of New Jersey have produced fish of gargantuan proportions. The combination of abundant food sources and the sheer size of these rivers, particularly the Passaic, Hudson, Raritan, and Delaware, allow carp to grow into true giants. Multiple 40-pound specimens captured over the past few years have put New Jersey on the map in the carp fishing world.

The month of May tends to be the best month of the year to target giant carp. These pre-spawn fish are at their heaviest then and eat as much as possible before they spawn. So far, this May, carp weighing 33.2, 38.8 and 30 pounds have been landed and documented.

Dedicated carp angler Matt Janiszewski recently contacted us about a giant carp he landed. Here, in his own words, is the story of his Raritan River monster catch:

"On May 9th, 2011 I landed my personal best carp of 42.2 pounds, and when I woke up on Wednesday morning May 9th, 2012 I never would have dreamed I'd catch a 50 + pounder on the 1 year anniversary of my personal best.

"This time of year, when the water is in the 60's, carp tend to love feeding on oats, so I was using a hair rigged oat ball for bait with a mixture of oats and creamed corn molded around my lead. Around 1:00 p.m. I had some bumps on my middle rod so I picked it up and the fish was there. It took about 75 yards of line out and I slowly reeled it back in. The fish sat right in front of me, swimming back and forth like a dog on a leash, for about 20 minutes, before I finally got it in the net.

"When I saw the size of the fish I knew I had something special. I quickly put it in my weigh sling and then on my scale……55.29 pounds in the sling! I was shocked. Without the sling the fish weighed 53 pounds 12 ounces, smashing the 1995 state record of 47 lbs. I got the fish back into the sling, zipped it up, put it back in the water, and called my buddy down to take some pictures.

"As I was waiting for my buddy, I called biologist Mark Boriek at NJ Fish & Wildlife to see if he or another biologist could come down to the river with a NJ State certified scale to verify the record. He said they couldn't make it down, and the certified scale at their office only goes up to 50 lbs. I would have had to kill the fish, and bring it to one of their hatcheries for a certified scale weighing if I wanted it as an official record.

"The carp was full of eggs, and it was more important to me to have the progeny of that fish in the river for years to come, than having my name in the NJ State Record Book. So, my friend Donald showed up a few minutes later, and after a quick photo shoot of the fish, I released it, unharmed. It was truly the fish of a lifetime, and one I'll never forget."

Congratulations to Matt on his record-size fish, and for his commendable sense of ethics in releasing this fish so that others may enjoy fishing for monster carp in the Raritan.
